The closed-model advocates did not entirely oppose the message. OpenAI CEO Sam Altman expressed he was "glad to see" the support. Microsoft CEO Satya Nadella backed the letter's sentiment on the same day, according to CNBC. Even Elon Musk, whose SpaceX did not sign, quote-tweeted Huang's post, saying, "This has my full support. Jensen is right." This indicates that the open-weight movement has broad sympathy even among those who might have strategic reasons to prefer restrictions.

The absence of these key players highlights the tension between two competing visions for AI's future. On one side, companies like OpenAI and Anthropic argue that closed models are safer because they allow for centralized control and vetting. Distillation is a technique where a smaller, more efficient model is trained by transferring knowledge from a larger, more capable model. It is widely used in the AI industry to create cost-effective models for specific tasks. The letter acknowledges that distillation is "a widely used technique" but does not entirely dismiss concerns about misuse. It advises policymakers not to "conflate legitimate model-development techniques with misappropriation" and argues that unlawful extraction deserves "targeted" rules "rather than sweeping restrictions."

This is a carefully calibrated position. The signatories have their own interests at stake. Nvidia sells chips to everyone, including Chinese companies. Meta, Mistral, and Hugging Face build open models that compete with both American and Chinese closed models. All of them stand to gain if open AI spreads globally. But there is an awkward truth: the United States has fallen behind on the very thing the letter champions. China now leads in open-weight AI, with models like Kimi K3 outperforming American counterparts. The letter's call for maintaining "the frontier plural" and avoiding "premature restrictions" that "stifle competition or drive innovation overseas" reflects a desire to catch up. Yet, whether America can still win a race it is currently losing is a question the letter does not answer.

The situation is further complicated by the fact that many of the signatories are also involved in building closed models.
